The Transactional & Spot Buy (TSB) Specialist is responsible for executing S2PO (Source-Negotiate-Purchase Request management to Purchase Order Management), ensuring all purchases of goods and services are aligned with the purchasing policies and guidelines.
This role involves negotiating with suppliers, ensuring compliance with procurement policies, and optimizing costs while meeting urgent business needs. Other responsibilities include but not limited to:
A. 'TAT' Turn Around Time from PR to PO: PR analysis, RFQ preparation, Review Offers
- Analyze Purchase Requisitions (requirements, threshold, categories).
- Acknowledge Purchase Requisition and inform requesters on treatment lead time.
B. Savings: compare the price obtained with the pre-defined baseline
- Execute Spot Buy process according to the guidelines and instructions given by the category managers or country buyers.
- Launch RFQ to suppliers in Coupa.
- Negotiate and select a supplier according to the defined strategy in the category and 'OAR' score.
C. Process: apply the process, any deviations shall be shared to improve the process
- Create Purchase Order related to products and services in the system.
- Initiate approbation according to the DOA.
- Flag the the Purchase Orders related to the spot buys, monitor the execution in accordance to the contract or the general purchasing conditions (GPCs).
- Follow up Purchase Order execution (preventive actions).
- Manage logistics when necessary (negotiation, booking, follow up).
D. Reporting
- Perform period activity meetings with Tactical Procurement Director and with Category Managers / Country buyers on spot buys reduction opportunities.
- Report savings performed and Service Levels achieved to Spot Buy & Requisitioning Manager.
