RESPONSIBILITIES
Monitoring and Evaluation
- Develop and ensure a robust implementation of the MEL framework and MEL plan, which should align with USAID and DFAT standards.
- Monitor the implementation of the MEL system to routinely collect and analyze information on inputs, outputs, outcomes, and impact to ensure the effectiveness of the Program’s interventions.
- Design data collection processes, including surveys, interviews, focus groups, and other methodologies to gather relevant program data.
- Analyze quantitative and qualitative data to assess program performance and impact.
- Produce detailed MEL reports, dashboards, and presentations to communicate findings to internal and external stakeholders, for strategic planning of the Program.
- Ensure data quality and integrity through regular audits and validation checks.
Learning and Capacity Building
- Foster a culture of learning within the program by promoting the use of MEL data for decision-making and continuous improvement.
- Develop and deliver training and capacity-building initiatives for staff and partners on MEL best practices and tools.
- Facilitate regular learning events, workshops, and reflection sessions to share insights and lessons learned.
- Participate in capacity-building activities organized by donors/other stakeholders as appropriate.
Data Storing, Utilization and Reporting
- Establish and maintain a comprehensive data storing and utilization system, including reporting process for both digital and paper documents.
- Ensure timely and accurate reporting to USAID, DFAT, and other stakeholders as required.
- Develop and implement data visualization tools to enhance the accessibility and usability of MEL data.
- Determine MEL functional responsibilities within the Program team for improved data comprehension for data utilization and reporting, in a timely manner.
Stakeholder Engagement
- Engage with a wide range of stakeholders, including government officials, multilateral agencies, NGOs, academic institutions, and private sector partners to disseminate MEL findings and advocate for data-driven decision-making.
- Represent the program at MEL-related forums, conferences, and workshops.
- Serve as the focal point for MEL with donors to ensure a quality MEL system and data.
MEL Project Management
- Lead and coordinate MEL operations from inception to completion, ensuring adherence to timelines, budgets, and data quality and reporting standards.
- Collaborate with program staff, consultants, and partners to ensure the successful implementation of MEL activities.
- Monitor and evaluate the result and impact of MEL initiatives, providing feedback and recommendations for improvement.
QUALIFICATIONS
- A master’s degree in international development, Public Policy, Statistics, Economics, or a related field.
- At least 7-10 years of experience in monitoring, evaluation, and learning within the field of international development.
- Proven track record of designing and implementing MEL systems for large-scale development programs.
- Demonstrated leadership working with other technical experts or management team.
- Demonstrated experience with USAID and/or DFAT MEL frameworks and reporting requirements.
- Strong background in data management, analysis, and visualization.
- Experience working in the Mekong subregion or similar contexts is highly desirable.
Skills:
- Strong analytical and critical thinking skills with the ability to synthesize complex information into clear and actionable insights.
- Ability to tailor data collection approaches to local needs, interests, and capabilities.
- Ability to convey MEL results to non-technical stakeholders and generate interest in the use of MEL data/results for programmatic improvements.
- Proficiency in statistical software and data analysis tools (e.g., STATA, SPSS, R, or Python).
- Advanced project management skills, including the ability to manage multiple projects simultaneously and meet deadlines.
- Strong interpersonal skills and the ability to work effectively in multicultural and multidisciplinary teams.
Other Requirements:
- Strong understanding of the political, economic, and social context of the Mekong subregion.
- Ability to work independently and as part of a team.
- Willingness to travel within the region as required.
