    Key Responsibilities:


    • To prepare the project brief.
    • Ensure the Client mutually agreed objectives on time, budget and quality are met through an effective project delivery and management process/methodology.
    • Prepare and issue Development Program for Senior Management sign-off.
    • Attain approval matrix from the Finance Department
    • Engagement and Management of Consultant/ Contractor /supplier subcontractor
    • Recommend to Senior Management a list of consultants, contractor, supplier, sub-contractor required for the project.
    • Pre-qualification (Pre-Q) of the respective consultant and prepare Pre-Q report to the Senior Management.
    • Establish request for proposal including detailed project brief and scope of services to consultant.
    • Review the tender proposal, carry out evaluation together with TEC members, interview and recommend the appointment to the Senior Management,
    • Review and advice contract document prior to circulation to the consultant
    • Review all appointment of existing consultant (if any) and their proposal to ensure the scope of services is adequately covers all the design and construction requirements.
    • Establish the responsibilities and duties of all consultant and control/track their respective schedule and deliverable.
    • Manage consultant performance including their schedule and interface between project team to carry out their task effectively and efficiently.
    • Establish communication plan and ensure effective communication within all the stakeholders and project team.
    • Monitor, Report& Control
    • Establish detailed Project Execution Plan
    • Establish project master program, monitor milestones and deliverables.
    • Prepare & circulate monthly report
    • Coordinate, chair and record all project meeting and raise any issues require Client's decision.
    • Ensure the quality of works is accordance to Senior Management 's objective/brief, construction contract and contract of sale.
    • Budget& Cost Control
    • Assist Cost Manager to develop the project budget and attain Client approval.
    • Monitor and review approved project budget against commitments and forecast.
    • Review monthly project forecast prepared by Cost Manager.
    • Review Request of Variation Order (RVO) prepared by Cost Manager and seeks Client approval upon issuing PM Instruction (PMI).
    • Review payment certificate prepared by Cost Manager and ensure all signatories in the approval matrix.
    • Schematic Design, Detailed Design and Contract Documentation
    • Ensure the design is consistent with project brief, Senior Management's requirements/objectives and comply to all relevant regulations/code of practices of local Authority.
    • Review specifications, drawings and ensure its completeness as per intended design.
    • Ensure adequate design management and coordination.
    • Manage, coordinate and control project team.
    • Appraise design against approved budget.
    • Meets the approved milestones/schedule
    • Provide options and recommendations including value engineering in order to achieve cost saving.
    • Ensure Senior Management's approval for any design proposal before moving to the next stage.
    • Monitor and ensure necessary permit and approvals required from respective authorities.
    • Negotiate with authorities if necessary.
    • Identify/analyst potential risk and propose remedial action.
    • Coordinate, manage, review and assist in the preparation of tender and contract documents
    • Advise on tender strategy, form of contract/procurement arrangement, necessary insurance, etc.
    • Ensure contract documents are consistent with project brief, Senior Management's requirements and comply with local authority.
    • Coordinate and manage the tender process including distribution of tender document, interview, attending to contractor queries and issue tender clarification to all tenderers (if any).
    • Assist Senior Management in the negotiation.
    • Identify/analyst potential risk and propose remedial action.
    • Evaluate/analyst tender return, submit tender report and advise recommendation to project governance
    • Prepare and arrange execution of contract documents prior to works commencing on site.
