Major Responsibilities
- Support the supply chain activities in the area of procurement, warehousing, fleet management, transportation management, and asset management by the IRC Standard Operating Procedure and the donor's guidelines.
- Raise with the Supply Chain Manager and Supply Chain Coordinator for problem-solving activities.
- Support partnership activities.
Procurement Management
- Support implementation of all IRC procurement Standard Operating Procedures.
- Support procurement activities for the Office to provide the goods or services on time and completion of delivery.
- Review and process approved Purchase Requests/Item Forecasts.
- Support the bidding process, including the Request for quotation process, and Request for proposal process.
- Prepare bid analysis and required documents for approval.
- Demonstrate value for money in procurement
- Support the supplier evaluation and the agreement renewal in time.
- Maintain supplier files and documentation.
- Conduct procurement due diligence, supplier site visits, supplier background checks and implement any other fraud prevention methods.
Inventory, and Asset Management
- Perform asset and property registration, maintain Asset Database Management records in coordination with the supply chain in the field, and ensure that the data is up-to-date and accurate.
- Perform the year-end and grant-end asset count exercises.
- Support asset needs assessment and Asset Count exercise.
- Support asset and property disposal, and auction management.
- Support Year-end and Grant-end inventory count exercise.
Fleet Management
- Support vehicle management & policy and procedures are well implemented and applied in the office with attention to safety and security issues.
- Ensure vehicle maintenance and fuel records and provide monthly reports to the Supply Chain Manager to support the SCMR/GSC monthly report.
Transportation Management
- Ensure effective transportation solutions with appropriate communication.
- Provide shipping documents to support import/export and customs clearance.
- Manage materials receiving process by ensuring that received documents are cross-checked and goods inspected to ensure quality and standards of the medical products and supplies.
Job Requirements:
- Bachelor’s degree in logistics, business administration, or relevant professional certification in supply chain management and/or humanitarian logistics is strongly preferred.
Work Experience
- A minimum of 3 years of progressively responsible experience in procurement, contract management, administration, or related areas is required.
