Department Head - Community Relation

Responsibilities:

• Develop PBCL’s resettlement framework and Environmental Impact Assessment (EIA) plans, ensuring alignment with RAP, SMMP, and EMMP while integrating resettlement needs into the project schedule and budget.

• Act as the main liaison with local communities, government entities, and NGOs to coordinate compensation, relocation, and livelihood restoration programs.

• Manage relocation logistics, ensuring timely completion of housing, infrastructure, and livelihood support initiatives (e.g., vocational training and agricultural programs).

• Supervise implementation of environmental mitigation measures, including waste management, biodiversity conservation, and pollution control.

• Oversee environmental and social monitoring activities, including baseline studies, site visits, and regular checks on water, air, noise, soil, and biodiversity indicators.

• Establish and maintain grievance mechanisms for affected communities, resolving disputes related to compensation, relocation, and support programs.

• Ensure compliance with Lao PDR legal requirements, corporate standards, and JV agreements across resettlement and environmental activities.

• Collaborate with PBCL’s EMU, Social Development Section, and contractors to integrate environmental and social considerations into construction activities.

• Organize training for internal teams, local officials, and partners on resettlement regulations, environmental management, and best practices.

• Prepare progress reports and maintain comprehensive documentation on RAP updates, EIA findings, monitoring data, and community engagement records.

Qualifications:

• Bachelor’s degree or higher.

• More than 8 years of experience managing large-scale resettlement programs (preferably hydropower or similar infrastructure), including RAP preparation and oversight.

• Solid knowledge of Laos laws, land acquisition protocols, and international social safeguards.

• Proven ability to manage budgets, lead teams, and engage diverse stakeholders.

• Exposure to EIA, environmental monitoring, and compliance reporting.

• Strong negotiation, communication, and multicultural skills; Laos language preferred, English required.

• Fluent in English both written and verbal (Minimum 750 TOEIC score).

• Be able to work in Laos.
