Key Responsibilities: Responsible for supporting IT budget planning and budget management; overseeing project managem, IT procurement, and developing IT policies to ensure effective management of IT projects and resources, enabling efficient and innovative IT operations. Managing the implementation of internal control activities within the Banking Technology Services Division.
• Budget Planning & Management: Collaborate with other departments to plan & manage the IT budget, ensuring optimal allocation of resources to critical projects and operations. Collaborate with IT block heads to optimize operational costs;
• Strategic Planning Support: Collaborate with IT architecture & other related departments to support CIO in developing a comprehensive IT strategy aligned with VIB’s strategic objectives;
• Project Management Oversight: Direct the activities of the PMO, ensuring all IT projects are delivered on time, within scope, and budget. Develop and refine project management methodologies to enhance efficiency and effectiveness;
• IT Procurement Management: Oversee the procurement of IT hardware, software, and services, ensuring that all purchases meet VIB’s standards for quality and value. Manage vendor relationships and negotiate contracts to optimize cost savings and service quality;
• Policy Development and management: Develop, manage and implement IT policies and procedures that support VIB’s operational and security requirements. Ensure compliance with regulatory standards and best practices in IT governance;
• Internal Control: Manage the implementation of internal control activities within the Banking Technology Services Division.
• Leadership and Team Management: Recruit, train, supervise and manage the performance of subordinate employees to ensure completion of assigned work plans;
• Perform other tasks as assigned by Management.
Requirements:
• Bachelor’s degree or higher in Computer Science, Information Technology, or equivalent fields (Master’s degree and foreign graduates are preferred);
• Minimum of 10 years of experience in an IT leadership role, with substantial experience managing a PMO, IT budgeting, procurement, and policy development; (Preference for those with experience working abroad or with international companies in Vietnam)
• Experience in IT procurement and vendor management;
• Experience in developing and implementing IT policies and procedures;
• Proven leadership and team management capabilities;
• Strong project management skills, with certifications such as PMP or PRINCE2 considered an asset;
• Excellent problem-solving, organizational, and communication skills.
